Position Summary:  The Real Estate Developer position performs work in the real estate development department, primarily of housing projects to further Hacienda’s mission to provide affordable housing to those with low incomes including families, seniors, people with disabilities and people experiencing homelessness. The Real Estate Developer takes a lead role in project managing the real estate development process, e.g. identifying sites, evaluating project feasibility, securing financing, securing a development team, advising on design, supervising construction and the construction budget, and transitioning new construction/rehab projects to Hacienda’s Asset Management Department. These tasks include providing direction to a development team of varied partners.

Essential Duties and Responsibilities:

  • Assess feasibility of project development and operation.
  • Understands housing design and has a deep understanding of construction administration.
  • Manages and facilitates design meetings with architects of record.
  • Serves as a bridge between design and financing.
  • Conducts thorough site evaluation
  • Conducts research on housing needs and market conditions for specific projects.
  • Obtains financing for projects including grants, loans, tax credits and other subsidies. Prepares funding applications, negotiates financing agreements and leads real estate closings.
  • Assembles and manages development teams (architects, contractors, attorneys, construction managers and other consultants).
  • Obtains bids for professional services, enters into contracts and supervises performance of project partners such as general contractors, architects, surveyors, geo-tech, soils engineers, etc.
  • Works with social service providers and other community resources to develop appropriate support services agreements for each housing project.
  • Manages community input and land use review processes.
  • Oversees the construction management process including preparation of requisitions and draw requests, collaborating with Finance department and accounting firms regarding cost certifications and leading project closeout.
  • Produces reports required by funders and investors.
  • Coordinates transition of completed projects to the Asset Management team.
  • Ensures the implementation of and adherence to all Hacienda policies, procedures and protocols; and actively works to implement Hacienda’s social and racial equity goals.
  • Establishes and maintains records of all activities.
  • Participates in cross departmental committees such as operation logistics, technology, safety, sustainability and diversity, equity and inclusion.
  • Maintains punctual, regular and predictable attendance.
  • Self-motivated with the ability to work independently and collaboratively as part of a team.
  • Displays excellent communication skills including presentation, persuasion, and negotiation skills required in working with customers and coworkers, including the ability to communicate effectively and remain calm and courteous under pressure.
  • Respectfully takes direction from manager.
  • Performs other duties and functions as necessary or as assigned.

Education and/or Experience

  • Bachelor’s degree in Business Finance, Community Development, Real Estate, Construction Management, Architecture or related field or equivalent related work experience.
  • At least three years of professional experience in real estate development, underwriting, affordable housing development, construction management, or related field.

Knowledge, Skills & Abilities

  • Ability to lead a project team to the successful completion of a real estate development project.
  • Knowledge of affordable housing financing tools and concepts including LIHTC. Familiarity with compliance and regulatory requirements of affordable housing.
  • Skill in structuring viable financing packages and presenting them in standardized real estate development and operating proformas.
  • Ability to prepare competitive funding applications.
  • Ability to manage complex and time-critical processes, funding requirements and relationships to complete projects on time and on budget.
  • Ability to work in a collaborative, dynamic and changing team environment.
  • Demonstrated ability to work with, and connect with, a diverse stakeholder community.
  • Ability to travel to remote jobsites and spend long hours on your feet.
  • Demonstrated deep commitment to social and community service
  • Valid driver’s license, good driving record and own reliable transportation with current insurance. Frequent travel within the Portland-Metro area can be expected.
  • Excellent oral skills and a comfort in public speaking environments.
  • Excellent written communication skills with an emphasis on technical writing.
  • Excellent computer skills including advanced proficiency in Excel and online research.

Language Skills

The ability to speak, write, and understand English and Spanish is ideal, but not a requirement for the position.  Must have excellent oral communication skills including a comfort with public speaking. 

Computer Skills

Job requires specialized computer skills including MS Word, Excel, Outlook.  Must be adept at using various applications including database, spreadsheet, report writing, online research, project management, word processing, presentation creation/editing, communicate by e-mail and use scheduling software.  

Physical Demands

Position is sometimes sedentary, but also requires mobility to client and partner sites and office headquarters; dexterity necessary to operate a computer with substantial repetitive motion of wrists, hands, and/or fingers; the visual acuity to read and prepare/analyze data and figures; ability to express/exchange ideas by means of the spoken word; perceive the nature of sounds at normal speaking levels with or without correction; majority of work performed indoors. Some travel required. Valid Driver’s License and access to car preferred. Some evening hours may be required for meetings and to meet deadlines.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. The noise level in the work environment is usually quiet to moderate.
