About the Funds:

The Small Business Relief Fund provides grants to support Multnomah County small businesses experiencing hardships resulting from the COVID-19 pandemic. The goal of the fund is to provide interim relief to grantees and enable them to continue to operate and retain employees. These funds are provided courtesy of the County’s CARES Act Coronavirus Relief Funds.

Eligible uses of this grant include any of the following (costs must be incurred between 3/1/20 and 12/31/2021 and must not have been covered by other public / private grants or other assistance):

  • Rent or lease payments or commercial mortgage for owner-occupied property
  • Payroll
  • Inventory management
  • Other working capital
  • Making required debt payments

Grants may not be used for personal uses or for purposes that are prohibited by federal, state, or local law or regulation.

Eligibility Requirements:

  • Businesses has experienced a decline in revenue since February 1, 2020
  • Businesses is primary source of income for business owner(s).
  • Businesses must have $5 million or less in annual gross revenue
  • Businesses must have less than 100 employees
  • Principal place of business must be located within Multnomah County (https://www.portlandmaps.com/).
  • Businesses must have a valid business license with the Oregon Secretary of State and must have been in operation and in compliance with the State of Oregon registration requirements on or prior to December 30, 2019 or are a registered 501c3. (Sole proprietors operating under the owner’s name are not required to register with the State of Oregon).

Selection & Distribution Process

Hacienda will use established and vetted criteria to rank qualified applications in order of priority. The selection committee includes different representatives from the departments of the Hacienda CDC.

Grant Priorities

  • Businesses that have experienced a decline in revenue as a result of COVID-19
  • Businesses owned by Black, Indigenous, LatinX, Asian Pacific Islander and People of Color and/or women
  • Businesses for which resources will help them remain operational
  • Businesses that did not receive enough federal funds
  • Use of funds focused on helping operations shift, pivot, or adapt to the new COVID-19 environment
  • Organizations that are within Multnomah County but outside the City of Portland.

Other Terms and Conditions

  • Grant recipient will be asked to sign a Grant Agreement before disbursement of funds
  • Only one application will be accepted per business owner.
  • Conflicts of interest policy: Participants in the selection of Subgrantees, officers and employees of Contractor, and immediate family members of either, shall not have a material financial interest in any Subgrantee.
You will need to provide the following information with your application.
  • Active State of Oregon Business Registration status.
  • Identity document (passport, State ID, driver license, matricula, consular card, RENAP cards.)
  • Proof of revenue loss in 2020 and 2021 due to COVID-19
