For First-time Homebuyers:
Hacienda’s Pre Purchase Support Program assists and prepares first time home buyers to become homeowners. Enrolled clients work closely with a bilingual coach throughout the buying process and have the opportunity to apply for down payment assistance loans, IDA’s, training in mortgage-readiness and financial fitness workshops. Hacienda is a HUD Certified Housing Counseling Agency through its affiliation with the National Council of La Raza, which has given the organization the means to diversify its services in the affordable housing field.
What you can expect from our counseling services:
- Bilingual HUD certified housing counseling services free of charge
- Education on the pre-purchase process
- Financial fitness classes
- Support in communicating with your lender and community based agencies
- Access to resources that might be available to first time homebuyers
- Honesty, respect, confidentiality
What we expect from you:
- A complete intake packet before counseling appointment. All forms filled out, signed, and dated
- Copies of all additional documents requested in the necessary documents form
- Provide honest and accurate information
- Arrive at appointments on time. Call if you are not able to come or if you are late.
- Communicate any changes to your situation with your housing counselor.

The ABCs of Home Buying
The purpose of this monthly course is to educate first time homebuyers in all aspects of the home-buying process and homeownership responsibilities. The course is designed to assist all participants in making sound decisions when purchasing a home and also advice in preserving their home.
Participants who are mortgage ready must attend our 8 hour home-buyer education class.Courses are usually on the first and second Monday of each month. See our calendar for a complete and accurate schedule. You may sign up for this class online or by calling (503) 961-6432.
IDA - Individual Development Account
Individual Development Accounts are made possible by the state of Oregon to help fist-time home buyers save money towards their down payment. Funds are matched 3 to 1; up to $3,000 that you save will be tripled up to $9,000. Participants will be helped through the home-buying process with workshops and counseling by our certified, bilingual staff. Please note: there is a $60 non-refundable application fee to participate in the IDA program.
Down Payment Assistance Loan (DPAL) Program
DPAL is available to homebuyers interested in purchasing a home in the Interstate Corridor or Lents Town Center Urban Renewal Areas. The program is managed by The Portland Housing Bureau (PHB) who has contracted with the Minority Homeowner Assistance Collaborative (MHAC) to prepare, screen and refer MHAC clients for the DPAL Program. The Minority Homebuyer Assistance Collaborative (MHAC) is an initiative of local non-profit organizations: The African American Alliance for Homeownership (AAAH), Hacienda Community Development Corporation (Hacienda CDC), Native American Youth and Family Center (NAYA) Family Center) and Portland Community Reinvestment Initiatives, Inc. (PCRI). Short Sale properties are eligible for this program.
