Guillermo Sandoval, Board Chair
Banner Bank, Community Development Officer/ Vice President
Mr. Sandoval has many years working as Community Development Officer/Vice President for Banner Bank responsible for the HMDA/CRA repository and regulatory compliance for a $2.7 billion portfolio. He has managed the Federal Home Loan Bank down payment assistance and affordable housing programs; monitored changes to CRA regulations that impact Lending, Service and Investment tests; assisted the Internal Training department to develop HMDA and CRA training modules for general bank training. He has served on the Kennewick Housing Authority Commissioner (Jan. 02-Sept. 02); Homestead Community Financing Board Member (Jan. 02 to Present); and the Washington Community Reinvestment Association (WCRA)-(Jan. 05-Present). He is a native of Walla-Walla and has recenlty relocated to Portland with his family.

Joe has been an active member of the banking community for several years, as well as held several positions working closely with Latino populations. In 2004, he served as an interpreter for Passport to Languages (Portland, OR) interpreting for Hispanic patients and doctors, as well as helping patients fill out medical paperwork and schedule future appointments. In 2005, Joe was the Latin American Representative for Shindaiwa Inc. (Portland , OR ) responsible for training, sales and technical support for distributors in the Latin American territories. In 2006, Joe entered the banking community as a Loan Officer for Pacific NW Mortgage where he counseled clients through the process of homeownership and improving their credit history. Joe currently serves as a Loan Officer for Umpqua Bank where he works with non-profits to educate first time homebuyers about home buying programs and help them to achieve their financial goals.

Dave McConnell
One Economy Corporation, Vice President of Access Services
Dave McConnell directs One Economy's services to help affordable housing organizations provide high-speed Internet access to residents in their homes. Prior to his work for the One Economy Corporation, Mr. McConnell was Vice President and Northwest Regional Director for the Enterprise Foundation, a Community Development Officer for the State of Oregon's Housing and Community Services Department, and a member of the faculty of Bowdoin College.

Consuelo Saragoza, MPH
Community Health Promotion Multnomah County Health Department, Director
Ms. Saragoza brings twenty years experience leading and administering public sector and community-based programs to Hacienda's board of directors. She began her tenure at Multnomah County Health Department in 1993 as Health Services Administrator in the Primary Care Division, then moved into the Director role of the Neighborhood Health Division before she became Director of Community Health Promotion, Partnerships & Planning -- a position she holds to this day. In addition to her work at the County, Ms. Saragoza devotes a great deal of time to community volunteer causes.

Ana is a former Hacienda CDC resident, and a former employee of Hacienda CDC, who possesses a deep commitment to the resident community, an understanding of the day-to-day needs of the organization and its staff. She has participated in or led many activities, including the Villa de Clara Vista Folklorico Dancers and the Back to School Fair, and is a current employee of El Hispanic News.

Dr. Crespo's previous work experience includes working for the State University of New York at Buffalo as an Associate Professor and as a researcher at Roswell Park Cancer Institute as well as the Centers for Disease Control and Prevention in the National Center for Health Statistics. He has over 60 publications in areas of exercise, minority health, obesity and nutrition, and co-author in five textbooks on minority health and sports medicine. He is also a contributing author to more than 10 government publications.

Fernando Velez

Mr. Velez has nearly 20 years experience in banking. Prior to his tenure at Oregon Department of Consumer and Business Services, Mr. Velez held positions at Portland Housing Center and Key Bank. In addition to his professional experience, he brings a tireless commitment to volunteer work to the board. Other past and present volunteer board commitments include: Portland Community Land Trust, African American Alliance for Homeownership, Homeownership Alliance, Hacienda CDC and others. We are thrilled to have Mr. Velez serve on Hacienda's board again.

Victoria Lara
Lara Media, Chief Marketing Officer
Victoria is the founder and Chief Marketing officer of Lara Media Services. Lara Media is the only Latino woman owned media agency in the Pacific Northwest. Under her leadership, Lara Media provides business strategy, and media purchasing and planning for a large number of satisfied clients. Lara Media also provides Latino outreach consultancy, focus groups, and significant pro-bono work in the Latino community. In keeping with the family tradition three of her brothers live in the area and collaborate in the Lara Media mission. Victoria’s primary responsibility is the day-to-day management of Lara Media operations as well as directing several media campaigns. She also serves as a consultant for the Oregon State DHS. She is a tireless advocate for the Latino Community. Her passions are communication and community. She helps large numbers of people by providing resources and services that connect the Latino Community with state and federal agencies, and businesses.
Gladys Romero
U.S. Census, Latino Partnership Specialist
Ms. Romero is a past president of the Washington State; Hispanic Chamber of Commerce; she is a graduate of the “Women for Public Policy Program”- the National Hispana Leadership Institute, has been a Board Member of the National Association of Accountants for numerous years, receiving outstanding recognitions for her service. She has served as member of several boards, and is currently a member of the Seattle Special Events Committee. Gladys Romero’s professional career demonstrates a successful blend of management experience in both public and private sectors. She is an award winning community and business leader with proven ability to develop new organizations and expand existing ones. Ms. Romero is an effective leader able to build and mentor highly motivated and productive teams; she is experienced in building strategic local and regional partnerships and alliances; she is multilingual with international perspective and sensitivity. Ms. Romero has a strong experience as corporate controller, business owner, and community development coordinator; she worked for the US Census Bureau during Census 2000 as a Partnership Specialist and has returned for her second tour for Census 2010.
Claudia Garcia
Linfield College, Director of Multicultural Programs
A daughter of immigrant parents, Claudia Garcia has learned that education is the biggest equalizer, and thus has made it her priority to provide educational support for students from disadvantaged backgrounds. Her career goal is to make education accessible to all. As Director of Multicultural programs, she offers support to students from groups historically underrepresented in the health care professions, and offers services to address academic, social, emotional, and financial needs of students. She has more than nine years of experience advocating for minority youth and their families within the educational system.
